Your cm flare j3 plus ask you to enter email or phone. you will see in screen says;

Verify Your account
This device was reset. To continue, sign in with the Google Account that was previously synced in this device.

Now, here is the solution:

How to bypass Cherry Mobile Flare J3 Plus Verify Your Account.

1. Open NCK Dongle.
2. Select Service tab.
3. On Phone Settings, Select 0-By CPU, MT6580 (CM Flare J3 Plus Chipset).
4. Click Reset FRP.
5. Read the Confirmation Box and click YES to Confirm.
7.  Reinsert phone battery, Battery must be charged, Phone must be off with battery inside. 
8.  Insert USB cable. then let the drivers automatically install.
9. Wait till finish and Done.
